I’m trying to break into HRIS roles, but Workday training is expensive. Are there any legit ways to learn Workday for free, or is everything locked behind paid courses?

There’s no legit free Workday tenant, access and certs are locked to customers and partners.
What you can do is learn Workday concepts for free: HCM data model, business process framework, security, calc fields, reporting, EIBs, integration basics.
Blogs, videos, and release notes go a long way. most people get real access only after landing an HR or HRIS role, and hiring managers know that.
